Unauthorized stop signs

I commend the city of Kittitas for continuing to pave their streets and it is nice to know they are working with the Operating Engineers School and giving real world experience to the students however while driving down Clark and Railroad I noticed how many times I had to stop. I was surprised while turning a corner from one road to the other where railroad ends and clark ends you now have to stop. Also while driving on Clark street you don't only have to stop at 1st Ave which makes sense but now there is a three way stop at 2nd which dead ends at Clark street. I decided to check the city ordinance and none of these stop signs have been adopted into law so I question who is running this city. Is the mayor abusing his office it seems like it. I feel safety is crucial and slowing traffic is also important but were are the cities police they now have 3 officers. If someone is ticketed for failing to stop at a stop sign that has not been passed by ordinance is that stop sign legal and can you actually get ticketed when the city has failed to adhere to its own policies. Congratulations Kittitas on taking one step forward with the paving but two steps back in not adhering to your own ordinances and policies you have set.
